Whats that law/theory called? it says for ever problem you solve you creat more?

its say like for every thing you fix you break more. like u use a piece of tap for a rip on a paper then that piece of tape is gone from the dispenser after doing this a bit you will have to buy more tape. you lose money and you make a small contribution to global warming. its either a law or a theory what it called?
