How long would it take to get a shiny starter pokemon?

In Pokemon Soul Silver i want to get a shiny Totodile since i've never owned a shiny pokemon before except Red Gyarados and a taillow i ko'd. How many times do you think i would have to restart my game. Is there a certain way to go about it or is it all pure luck?
