My neighbor will sue me if I don't remove a fence?

I installed a 4" fence around my front yard and my neighbor's lawyer sent me a letter asking me to remove the fence immediately, otherwise he will file an Injunction from the court. What does it mean? She is trying to enforce an old covenant. but I have previously gotten an oral authorization from the county and our district office to install the fence. What should I do? Thanks
