. Maybe too inappropriate?

Kay. So me and my bf are 13, and we've kinda done some things that you could say is inappropriate for out age. Nothing like ual but still pretty bad. He'll come over and we'll disappear into my basement, where my mom rarely comes to check on us. We have a lot of alone time. We make-out and stuff, I let him touch my and . And I've even given him a hand job. Sometimes I feel wrong or guilty doing this stuff and I feel bad or . And i odn't know if I heard wrong but my doctor asked if I was secually active, I said no of course because I haven't gone that far, but she also mentioned that it was around the right time for that and I was thinking "What the heck? I'm thirteen!!" and my mom of course chimed in with "Not until you get you PHD" okay, mental eyroll. Anyways, my point is that I'm wondering is thirteen is too young to engage in or "explore" ual activities? I want lots of opinions plz!!
